report.et is a citizen reporting and complaint platform for Ethiopia, a single place for people to report problems to the right government office and track them to resolution. Part of the LUMEN network.

Highlights

• Multi-channel: web, USSD, and SMS, so citizens without smartphones or data can still file a report
• Automatic geographic routing: using PostGIS to match a report's location against Ethiopia's administrative hierarchy (Region → Zone → Woreda → Kebele) and send it to the responsible office automatically
• Tracking codes and status transparency: every report gets a public code (e.g. RPT-A7K9-X3M2) so citizens can follow its progress
• SLA enforcement and escalation: deadlines per category, with automatic escalation when they're breached
• Anonymous reporting with encrypted contact details for those who need it

How It's Built

An event-driven modular monolith (Report, Routing, Notification, Analytics, Location modules over an internal event bus), with Zitadel identity, real-time notifications, and an Open311-compatible API so it interoperates with the rest of LUMEN.
